NEW RULES AND
REGULATIONS
Indoor Soccer Rules and
Regulations Winter I and Winter II 2006- 2007
***Certain
leagues will be permitted to double roster players on teams. In
the case of those individuals, any send off or caution (red card
and/or yellow card) goes with the individual and that team, for
the session.
You must have
permission from Twin Ponds West Management before doing so. ***
Also a reminder
to all teams, Your players must have the same color jerseys
with a number that correspond to the roster.
**All FIFA Soccer Rules will
be enforced. The following rules apply directly to Twin Ponds**
1. Number of players/Length of games
Age Groups U13 and under will play with 4
field players plus a goalkeeper (5 vs. 5). Ages Group U14
and above (Including Adults Leagues) will play 5 field players
plus a goalkeeper (6 vs. 6). All teams will play an 8
game session with one playoff game. Length of the games will be
1 half lasting
43 minutes on a running
clock. There will be a no halftime period.
2.
Team Forms
All Teams must complete the following
forms before their first day and time of Competition. (REGISTRATION,
LEAGUE FEE’S, MEDICAL WAVER). If a team
does not have enough players to compete, the team must forfeit
before the start of the game and will be permitted to play
recreationally. At this point, any player that the team
picks up must sign a waiver form supplied by Twin Ponds
management before the start of the game. Roster must be
submitted by the first game or subject to forfeit. Teams
have until the start of their 3rd game to make
changes to their roster before the roster is locked.
3. Equipment
All team members must wear the same
colored shirt with a number on the back. This must
occur prior to the third game of the session. Their
number must match the number on the team roster form. Players
may not switch shirts nor wear a different number than that on
the team roster form. Violators will not be permitted to play.
All players must wear shin guards.
Teams are responsible for providing game balls. All
players must wear molded rubber soled cleats or indoor shoes.
Players with casts or braces will be permitted to play based on
the referee’s discretion. No metal
cleats of any sort.
No jewelry is
permitted. This includes and not limited to: earrings, nose
studs and wrist bands. It is not permissible to place tape over
earrings or nose studs in order to play.
4. Start of Game
Kickoff can be played forward or Back.
You cannot score directly from of the kickoff.
5. THERE WILL BE NO OFFSIDES.
6. Substitutions
Substitutions
will be on the fly. Teams must enter and leave the field from
within ten (10) feet of the designated areas, as determined by
the referee. Referees may
give a one-minute penalty for substitution infractions.
7. OUT OF BOUNDS (Kick-ins)
The team that did not kick the ball out of
play must place the ball directly on the touchline prior to the
striking the ball. The ball must not be moving. The referee
will determine where the ball went out of play. Violations will
result in a change of possession.
A player cannot score a goal directly from
a kick-in. A violation of the rule will result in a goal kick.
Defenders must be 4 yards away from
the ball on ALL free kicks. If a defending player is within
this distance and interferes with the ball being put into play a
caution may be issued for delay of the game or encroachment.
In the spirit of fair play a ball out
of bounds must be put back in play within a 5 second window.
Any delay of game longer than this may result in a change of
possession and/or such occurrence may result in a yellow card.
8. Goal Kicks
When the attacking team kicks the ball out
of play over the end line, the defending team will get a goal
kick. The goal kick is taken in the penalty area. No player may
touch the ball on a goal kick until the ball clears the penalty
area. Goals cannot be scored directly from a goal kick.
9. Corner Kicks
When the defending team kicks the ball out
of play over the end line, the attacking team will get a corner
kick. The corner kicks should be taken at the point where the
end line and sideline meet. A goal can be scored directly from a
corner kick. Defenders must stand 4 yards away from ball on
corner kicks.
10. Direct Free Kicks
Referees may
call a one-minute penalty for excessive rough play, intentional
foul, dissent, foul language, etc. The referee may terminate
the game if a fight breaks out.
Defenders must be 4 yards away from
the ball on ALL free kicks. If a defending player is within
this distance and interferes with the ball being put into play a
caution may be issued for delay of the game or encroachment.

of bounds must be put back in play within a 5 second window.
Any delay of game longer than this may result in a change of
possession and/or such occurrence may result in a yellow card.
11. Indirect Free Kicks
The following violations justify an
indirect free kick:
- Goalkeeper Back Pass Violation
- Goalkeeper punting or drop kicking the
ball.
- Hitting the ceiling/Netting
Defenders must be 4 yards away from
the ball on ALL free kicks. If a defending player is within
this distance and interferes with the ball being put into play a
caution may be issued for delay of the game or encroachment.
In the spirit of fair play a ball out
of bounds must be put back in play within a 5 second window.
Any delay of game longer than this may result in a change of
possession and/or such occurrence may result in a yellow card.
** There is no slide tackling to
tackle the ball away from an opponent. However, sliding to save
the ball from going out of bounds or to win the ball in the open
field will be up to the discretion of the referee.
12. Penalty Kick
A penalty kick will be awarded when the
defending team commits a direct free kick violation inside their
penalty area. Penalty kicks will be taken one step back from
the top of the penalty area.
13. Goalkeepers are NOT allowed to punt
or drop kick the ball. Goalkeepers may put the ball in play
once the ball bounces on the ground. Goalkeepers may are not
permitted to slide outside of the penalty box to play the ball.
14. Players are not permitted to
play on more than one team in the same age group (or division).
If a team enrolls two teams in the same division, a player
cannot switch back and forth on both teams. However, players are
permitted to play in more than one league. Players are
permitted to play up an age group but cannot play up two age
groups. Players must be at least 16 years of age to play in the
Open Divisions. If a team does not have enough players to
compete, the team must forfeit before the start of the game and
will be permitted to play recreationally.
Twin Ponds reserves the right
to ask for proof of age from any player. The team will be
required to submit proof by means of birth certificate,
passport, driver's license, or state player's pass to Twin
Ponds management within one week of request. Failure to
do so will result in a forfeit.
15. Coaching
Coaches must stay in "coach's area".
2 Coaches only permitted on the Turf! Coaching from the
sideline is permitted provided instruction is given and not
derogatory. No coach, player, or spectator may make derogatory
comments or gestures to referees, other coaches, other players,
or spectators. No coach, player, or spectator will use
profanity or behave destructively. Coaches have total
responsibility for the conduct of their players, friends, and
spectators at all times. At the discretion of the official or
Twin Ponds Management, spectators, coaches and/or
players will be ejected from the facility for any disruptive
behavior.
Only Coaches and Players are permitted
on the turf surface during and after any competition. Violators
will be asked to move to the bleacher area.
16. Cautions
The player must
sit for one minute and will be permitted to return to play as
soon as that time has passed. The team must play down one
player for the whole amount of time.
Any player or coach given their 3rd yellow card in one
session will sit out the remaining scheduled games in that
session.
17. Ejection
A red card is given for a second yellow
card, a serious foul, or a dangerous act performed in any one
game. A red-carded player or coach must leave the playing area
immediately. The team will play one
man down for the remainder of that game.
Any red-carded player or coach must sit out
and will not be permitted in the playing area for the NEXT
scheduled game. Any player or coach who receives a second red
card in the league will not be permitted in the playing area for
the remainder of their teams scheduled games in that session.
Depending on the severity of the ejection,
at the discretion of the referee and or of Twin Ponds
management, any unruly player or coach may be ejected from the
playing area and sanctioned to more extreme penalties. At the
discretion of the official or Twin Ponds
management, spectators, coaches and/or players can be ejected
from the facility for any disruptive behavior. Anyone who
commits assault on any other person on facility property will be
expelled from the league permanently.
18. *No Spitting on the Turf*
*NO GUM ON TURF*
Any person spitting on the turf may be sent off.
19. Goal Margin of Victory
Only a 10-goal margin will be posted and
recorded towards a team victory or loss. Any margin over 10
goals will have goals subtracted from the winning team’s total
until a 10-goal margin is established.
20. Playoffs and Championship Games - OT
Tiebreakers
If a playoff game and/or championship game
ends in a tie, a 4 min sudden victory over time period will
occur. If the game still remains tied, goalkeepers will be
removed and the game will be played until a game-winning goal is
scored.
21. Regular Season Standings -
Tiebreakers
If two teams are tied with the same amount
of points at the end of the regular season, the following will
be used (in order) to break the tie:
1) Head to Head
2) Goal Differential
3) Goals Against
22. NO PROTESTS WILL BE ALLOWED.
The League Director or designee will settle disputes and their
decision is final.
Twin Ponds Additional Rules and
Regulation
1. Any team
requesting a game change after the first game will be required
to pay the ref fee for both teams participating in that game
along with a $75 rescheduling fee.
2. A team that is
required to forfeit their game must pay the referee both their
own referee fee and are required to pay the ref fee for the
other team. No Exceptions! Teams will be permitted to play
recreationally, and my pick up additional players (must signed a
medical release form) to field enough players to play.
3. A team must
forfeit if they cannot provide enough players to field a team.
For games on Fields #1,2,4 – 3 plus a goalkeeper (4 total).
Mega Field – 4 field players plus a goalkeeper (5 total).
4. Inclement
Weather Cancellation Clause – Twin Ponds West will remain open
during Inclement Weather as long as the Capital City Mall is
open. Information regarding closings can be found on our
website (Located on Standings Page) and by calling 795.7663 and
listening to recording.
5. Any team that picks up an additional player without the
consent of the other team or Twin Ponds will be subject to
forfeit that game.
